Ghana: Minority Calls Dismissal of Sports Minister, GTA CEO Over Alleged World Cup Visa Fraud

Ghana’s Minister for Sports and Recreation, Kofi Adams

Accra, Ghana//-The Minority in Parliament is demanding the immediate dismissal of the Minister for Sports and Recreation, Kofi Adams, and the Chief Executive Officer of the Ghana Tourism Authority (GTA) over what it describes as visa fraud activities associated with the 2026 FIFA World Cup.

The caucus said both state officials must be investigated for the alleged collection and movement of money, the preparation and transmission of institutional lists, and the alleged creation of non-existent positions to facilitate the fraud.

Addressing journalists in Parliament on Wednesday, October 7, 2026, the Ranking Member on the Youth and Sports Committee of Parliament, Vincent Ekow Assafuah, said persons found culpable after the probe must be prosecuted.

“We therefore call for the immediate dismissal of Honourable Kofi Adams, the Minister for Sports and Recreation, and the immediate dismissal of the Chief Executive Officer of the Ghana Tourism Authority.

“Their continued stay in office in the face of the questions surrounding the roles of their respective institutions cannot be allowed to undermine public confidence in the investigation,” Assafuah stated.

The Minority also called for an investigation into the alleged criminal activities, insisting that both the Sports Minister and the GTA CEO could not have been oblivious of the fraudulent activity.

“The Minister cannot escape liability. We therefore demand a full investigation into the Minister’s knowledge, authorisation, participation and role in that process.

“The Ghana Tourism Authority must equally be fully investigated. The GTA was not an outsider to this agreement. Tribe Culture Fest had an institutional relationship with the authority.

“We are calling for the GTA Boss to be sacked immediately, and where the evidence establishes that the Minister, the GTA Boss or any other official knowingly authorised or facilitated or enabled criminal conduct, we call for their prosecution,” he stressed.

The caucus also disclosed that out of a list of 50 persons submitted to the United States Embassy as media personnel for purposes associated with the World Cup, only two were identified as media practitioners.

“The GTA submitted also a list of 50 persons to the United States Embassy submitted a list of 50 persons to the United States purportedly identifying themselves as media personnel for purposes connected to the World Cup activities.

“However, the matter took a more serious turn when the Fraud Prevention Unit of the US Embassy subjected the names to its due diligence and verification processes. It was through this scrutiny by the US Embassy that questions were raised about the authenticity and professional status of a significant number of persons submitted as media personnel.

“Of the 50 names submitted, only two persons were identified as media practitioners. The 48 were not media practitioners,” Vincent Assafuah disclosed, citing records available to the Minority.
