GhIPSS Appoints Two New Executives

Clemencia Lila Mensah and Ebow Nyamekye Allen-Koufie

Ghana Interbank Payments and Settlement Systems (GhIPSS) has announced the appointments of Clemencia Lila Tetteh as the new Head of Corporate Affairs and Communications and Ebow Nyamekye Allen-Koufie as the new Head of Human Resources and Administration.

A statement from GhIPSS said Mr Allen-Koufie will be responsible for all aspects of human resources strategies, including talent management, employee engagement, rewards management, and leadership development at GhIPSS.

“Additionally, he will manage the administration operations, ensuring seamless and efficient support for the institution’s growing needs,” the statement said.

Madam Tetteh, on the other hand, will drive the strategic implementation and creativity of the Corporate Affairs and Communication strategy of GhIPSS, which includes oversight of Strategic Communications, Government and Regulatory Affairs, Stakeholder Engagement, Media Relations, Reputational Risk Management, Community Engagement and Brand Management.

Clemencia is the go-to person for journalists, analysts and researchers seeking information from GhIPSS for their work.

These appointments, the statement said, are part of GhIPSS’s plan to strengthen its leadership team as it continues to implement and manage interoperable payment system infrastructures for banks and non-bank ­financial institutions in Ghana.

Ebow Nyamekye Allen-Koufie

Ebow Nyamekye Allen-Koufie is a seasoned HR professional with over 15 years of experience in key HR functions, including HR Business Partnering, Talent Management, Performance Management, Employee Engagement, HR Governance, and Rewards Management.

As a strategic HR practitioner, Ebow translates organisational objectives into actionable people strategies. He ensures that organisations not only attract and retain top talent but also foster a working environment where employees can thrive and perform at their best.

Mr Allen-Koufie has been instrumental in developing, coordinating, and executing various people strategies and HR projects, such as change management, leadership development, rewards management, and workforce transformation.

With a background in grooming talent for the banking sector at ProCredit Savings and Loans and holding various roles at the erstwhile UT Bank, Republic Bank, CalBank PLC, and Deloitte, Ebow brings extensive experience to his role.

Mr Allen-Koufie is an alumnus of Mfantsipim School, Cape Coast. He is certified as a Senior HR Professional (SPHRi) by the HR Certification Institute, USA, and holds an Executive MBA in HR Management from the University of Ghana Business School. He is also a member of the Chartered Institute of Human Resources Management, Ghana.

In addition to his HR expertise, Mr Allen-Koufie is active in public speaking, career coaching, and event hosting.

Clemencia Lila Tetteh

Clemencia is a seasoned communications, public relations, and marketing executive with more than 25 years of experience working on strategic initiatives in brand positioning, media relations, digital marketing, and corporate communications.

She specialises in enhancing brand visibility, driving audience engagement, and fostering positive public perception.

Madam Tetteh has successfully managed comprehensive communication strategies across diverse industries, including Multimedia Broadcasting, Ghana Social Marketing Foundation, Universal Merchant Bank (UMB) and Standard Chartered Bank Ghana PLC.

She has worked across the Media, Banking, Development Consulting and Social Marketing sectors, bringing extensive expertise to the role. Her expertise includes crafting compelling narratives, managing crisis communications, and leveraging media and digital platforms to maximise outreach and impact.

Madam Tetteh attended St. Rose’s Senior High School, Akwatia, she holds an MBA from the University of Ghana, Business School, in addition to various courses, including Consumer Marketing Strategy from the J.L. Kellogg School of Management, Northwestern University.
