PAARS Valuation Module to Boost Gov’t Revenue

Customs Division of Ghana Revenue Authority’s quest at mobilising revenue for the government has been given a boost following a revelation  that the Pre-Arrival Assessment Reporting System (PAARS)-a component of the Ghana National Single Window (GNSW) project has been enhanced to help maximise revenue for the country.

 The PAARS is a modernized system that has been developed by the Customs Division of Ghana Revenue Authority (GRA) as part of the implementation of the GNSW project to enhance revenue mobilization, improve border security and customs clearance, overcome duplication across regulatory agencies and promote trade facilitation.

Adedapo Adegoke, Deputy Head of Project Delivery Unit at West Blue Consulting, the technical partners of the GNSW disclosed at this at a day’s PAARS enhancement training workshop for exporters and importers in Accra today.

Explaining the rationale behind the workshop, Mr Adegoke said: “A recent review of the system revealed a flaw in the way the clearance system was processing the valuation data being transmitted. With the supervision of Customs and Ministry of Finance, this has been resolved and we should see improved collections”.

Taking the participants through the workshop, Hector Obideaba, a Revenue Assistant at the Kotoka International Airport, GRA said the workshop would help them to correct the basic errors make by the exporters and importers when they are filling their entries.

“We are here for enhancement training on the PAARS. Basically, there are little errors that the clearances do. So, we are here to help them correct those entry errors so that their Customs Clearance and Verification Reports (CCVRs) can arrive on time”.

The PAARS has chalked a lot of success and we are also trying to make the CCR very authentic and faster”, he added.

The training workshop was organised by the Division of Ghana Revenue Authority with support from West Blue Consulting.
